Is OldCP.biz down? I've tried logging into Blizzard and Frostbite several time but it keeps saying 'Could not connect to server. Please click to learn more.' Guess I won't be on for a while

Yes, it's probably being updated by Damen. All we can do right now is be patient, and wait. :)

 No, Frostbite is their replacement server just in case Blizzard isn't working.
