Maybe there should be a thing that if you don't use an account for at least 4 weeks it will be banned.

But sometimes people might be doing something or in a situation that requires them not to be online for 4 weeks, sometimes i'm not online for that long

Guy named ITROLLYOU. Same outfit, same troll head, I think he's trying to stay. IPban him.
Before you ipban him, ask him if he had an account with the trolololo name.
If he does, ipban him. That'll show 'im who's boss!
