It's good that people are willing to report these issues. OldCpHelper, you can also report it to a moderator, we can also sort it out.

It's easy to take a photo away as a moderator, for profile edit their photo. In discussion or post edit the photo and delete it. In album, delete the whole album or just 1 photo.

Inappropriate photos are if there rude words, finger gestures, or people with no clothes etc... The keep calm pic your talking about is fine!
