People with light blue names are Moderators.

To achieve Moderator, you must:
Be active
Follow rules
Be trustworthy
Have experience
Be respectful
Be responsible
Help others

Or, you could simply apply for Moderator and tell reasons why you should be one. You are also allowed to recommend people who you think would make a good Moderator.

If you impress Damen, he might make you a Moderator. If you are a Moderator and really impress Damen, he might make you an Administrator.
