It must be that you are ipbanned.

I think it means you're banned or ipbanned.

It means you are ipbanned. A moderator or administrator has ipbanned you due to a reason. You can try and contact a moderator on the forums by sending them a message.

oh ya i have 2 questions 1 smoking is inopropiate and 2 guns and killing is inopropiate and blood spikes in rsnails room is as well so i might have to leave does anyone have a way of changing it?

I cannot unban, I am not an OldCP moderator. So you will need to ask someone else.

That means that you are either banned or IPBanned. Only a staff member can un-ban you.
