You should at least be a Master before making a Moderator Application. You have to have 400 posts and 100 rep to be a Master, anyways.

You need to be a Moderator first, then you can apply it for admin until you're a Moderator.

As Bailey said, you must apply for master, then moderator, to apply for administrator. Fun fact: Did you know that masters are a bit like moderators in training?
