I'm confused on what this means..?

Also I'm not sure if I was IP Banned ? Because once my other account got banned for trying to get into jail, my main one was still up and I was just playing, it wasn't until this morning when I went on and found out I was IP Banned... Now I realize I probably shouldn't have done that with the other account and I won't ever do it again haha I was dumb,, oh well

Someone said that it would be over after 4 days?? Is that the minimum?
