You have to have been on oldcp for at least a month or two because you need to earn trust, and also, you need to list more things in your application. Why you would do it, experience, etc. And there is no Wise Healer. There is Wise and Healer, but not a combined rank.

Yes, agreed. And maybe a higher level of experience? Maybe like a Member, or Master? That will probably help with the app!
