My tips for taming a horse:
Okay, so feed the horse a few apples, and try to ride it without the saddle. You will be able to be on it, but not for long. It will buck you off. Repeat trying to ride it a few times, feed it an apple, and try again. After a while of trying to ride it without a saddle and giving it some apples, it will show hearts and that means it is tamed.
Once tamed, right click the horse and a little profile will show up. Then put the saddle on the horse!

Ah.... that is because Donkeys are stubborn animals- and they are the same on Minecraft!
They are VERY stubborn, they might not even move if you try. Make sure you keep an eye on the Donkey if you get the saddle on, because I suggest taming a Horse instead. You are able to take the Saddle and Armor for your Horse on and off.
Now, keep trying. But, maybe try (if you have not already) right clicking WITHOUT the saddle in hand.
They are VERY stubborn, they might not even move if you try. Make sure you keep an eye on the Donkey if you get the saddle on, because I suggest taming a Horse instead. You are able to take the Saddle and Armor for your Horse on and off.
Now, keep trying. But, maybe try (if you have not already) right clicking WITHOUT the saddle in hand.
