I've interviewed some of the witnesses of the 'rover' incident. Here is what they said:
"He pointed six snipers,"
"He said that if we were going to solve Case 3, he will delete our account,"
"If we got shot by a sniper, our accounts would be deleted!"
He said he was apart of a gang!
Based on all this evidence, it could be that rover was apart of the gang. What I found was interesting was, Chopper was apart of this.
