Hello,
Today I've encountered with rover twice. Once everyone was crowding him while he was talking and once when he summoned me. I'll show you two pieces of evidence of him below. Correction on Evidence #2: That was rover up there, not gwin, I thought he was gwin for some reason.
Evidence #1:
Rover saying "The boss is going to fire me"
Evidence #2:Rover's appearance to penguins.
Update: Rover was not banned because it wouldn't work.

Rover must have been the one who stole the things from the shops and places around the island.

We must find rover and end this crime
