I have found the secret lair that was in the crime zone. how to get to it goto cove click the craked surf board click around it it then your there

It is called /Jr loop, but you cannot go to it by jr. You can only go to the cove and touch the surf board, then touch the light, and you get to rover's hideout. There you will find a place that looks like the underground pool, but darker, with a light on it.
