A long time ago that showed up to my computer when I reloaded cp, because a room wouldn't load, it said that but it didn't mean I was ipbanned, if u are ipbanned it would say this: "you are ipbanned from oldcp.biz please appeal on forums." Something like that if it says that then it means ipBan. If it showed the enable disable thing, I tried going on my sisters laptop to see if it works, it didnt, so I went back to the computer I normally used and it worked. So, it doesn't mean ur banned if u did nothing wrong, but it probably means u are banned if u did something, but if u did nothing then it must've been a mistake.

I got to agree with Sailors and Kryptowolf, you're blowing this way out of proportion. There must be something else you can do in your time as opposed to playing online games.
