SUSPECTS!
I personally think its Rover because Rover has red eyes just like you find around the lighthouse like under the bottle, on the light house picture, and on the penguin picture.

I was also thinking it was trying to lead you somewhere like:
on top of the box on the top of the lighthouse lies the suspect with the picture or something.

Im working on Red Rover song/riddle seeing if the is a major clue to where it could be hidden
