This quote means that to be wise, you have to be a fool. When you're a fool, you're not necessarily stupid, but stupid enough to not make a change. The wise have the power to see that they make mistakes and trust themselves not to make the same mistake. Fools however, they don't learn. They stay the same way and don't change what they see is wrong.
