It is a nice idea but I think this should only be required for promotions, I mean we could lose staff committed to their position. I think this program should be for the inactive mods that are bad to users.
Most reasons people would want a staff member demoted, is because they are bad and inactive etc.... However I do agree with you, some staff members may be demoted but they didn't deserve it; but I think the staff with talk over any final demotions.
Hopefully something like that doesn't happen.....

This seems amazing! I will try to attend both, and see what happens. This is very intriguing and I am sure that destiny has it for some users, and some staff members could be demoted for just the right reasons. I am sure it will be fair, I can't wait to watch!
We won't lose the best moderators, if they are truly the best, people won't vote them to be demoted. And, the people who are wanting someone demoted will most likely need a reason. Don't worry, it won't be unfair. If someone votes for friends also, it could be unfair and taken care of, but those people would need a reason for promotion of said friend. Also, if that friend were actually promoted, they would need the skill of being a moderator, and how to use powers responsibly etc. I see what you mean, but we will see what it will become, it seems interesting and very fun to have. It will make some improvements and test some new staff out. I am sure that people won't just be demoted without actual reason, and I am very sure that it won't be unfair, if it was, we wouldn't be having this.

I do not agree with this policy.
1). We can lose some useful moderators who have worked hard and helped a lot.
2). People will just vote for their friends just because they are their friends.
I hope you take out this ridiculous policy and do it for the good of the staff.
