A Crimzone Case "Town Explode" Is currently still being solved..
My theory is.

If you look PenguinDSC is the only one that is just standing there saying AHHHHHHHHHHHH
While a bunch of penguins (Disneys) Are just standing there silently..
I think PenguinDSC is the crime because if he wasn't i think he'd be trying to solve the case as well as just screaming AHHHHHHHHHH, I think He's the LEADER, that's just my suggestion. I could be wrong.
