Theory:

In the video "Blackhawks," it depicts Rover(or a penguin looking like him) getting his head shot off by a penguin with a wig having a gun in is hand. The gun shoots the lasers that couldn't kill the other penguins in OldCPv6. Then a blue penguin with a viking helmet(who could possibly be Badme) stares into the screen, smiles, then disintegrates himself until his skull is showing, a possible sign of killing. Then it says "BH" along with the infamous "eye laser" on the screen, spelled in pure blood, a possible way of them saying "We're watching you" or "We're going to murder all these penguins and end OldCP once and for all." It then splatters blood all over the screen, thus breaking the fourth wall, and then the words "WE NEED YOUR HELP" pop up, depicting OldCP's distress in the situation.

Therefore, my theory says the threats behind it may include murder, homicide, terrorism(remember the Town Bombing), and holding certain penguins hostage.
