2 Questions:

1. What happens to people who bought their weapons fairly at the royal armory, but have no rank? Do they get a full refund and weapon removed or do they keep their weapon?
2. What about Providence? According to this law, Cavaliers, Chief Cavalier, and Top Dogg aren't eligible for arms. That's a big concern for Providence.

You should probably add Moth ranks to this list other than Moth Larva. Larva aren't supposed to be armed but the other moths are so that they can defend the scrolls.

The weapon system will be much more organized and there will be less attacks which is always a good thing. Looking forward to this!
