The Shinobi, and those of all freedoms who wish for a new beginning, oppressed and oppressor, criminal and freeman, no more will they live under tyranny. For the longest time, dictated by the same few men and women, with nothing more than an unturned wish of control, and with no freedom granted by the unbenevolent Emperor and Empress, we separate.

No more will the Emperor rule over lands far stretched and wide. For Providence, under the Top Dogg Accal Black, declare an independence. Not for evil or for good, for gold or for power, for glory or for honor. But for freedom. The Freedom to speak even the black speech, the freedom of religion, of both good and evil, the freedom of home ownership, the freedom to bear arms, the freedom to create without tyrannical supervision, the freedom of unbiased law, and the freedom of fair trial.

For years on end have we complained, and yet, to no avail, our cries were not answered. The Empire, our Southern brethren, refuse to heed to any complaint that isn't of their own biased belief, and thus, we, the Shinobi, and the peoples of all nations, declare our own nation within the land known as Providence, to be separate from Empire law.

We, therefore, in the newly named nation Winter Rose, will right the wrongs of the Empire, repair the island that we have been left with, and will welcome all people of all sides, servants of Pythas and Turin alike, to be allowed liberty, justice, and freedom within our new nation.
