Exactly. Often people have a syballing who has the same IP. However, sometimes people lie that they have a syballing in order to get out of a ban. Just be wary.

You exaggerated wayyyyy too much in your last paragraph. Giving away something like your OldCP password won't reveal your IP nor personal information unless you've sent PMs with it. Giving away your IP isn't a big deal either. It takes quite a bit of skill to track an IP down to an exact address, and I would be surprised if you come across anyone who is capable of that.

By the way, I said this is how to secure your computer. By password I didn't mean like OldCP password I meant like your computer passcode.

Your computer password really doesn't matter that much unless you leave your computer in the street unattended.
